This is a salterra. It is a salt shaker. You turn it upside down to fill it, using the well in the bottom. Fill the well a few times (don't over fill) and let the salt flow in. Then you turn it back upright and shake up and down, Salt  - magically - bounces out the bottom hole. It is good for humid locations since the hole is not exposed.
